CLIENT
 - DUTCH NATIONAL AGENCY OF CORRECTIONAL INSTITUTIONS & THE DUTCH STATE BUILDING AGENCY

LOCATION - Rotterdam, The Netherlands

REQUIREMENT - The Netherlands is confronted with a large number of illegal immigrants, many of whom need to be repatriated to their home country. Finding their individual country of origin can take a considerable period of time, during which the illegal immigrants need to be securely housed.
 
Obtaining the necessary Zonal planning approval for the building of a secure detention centre can take years to obtain - time that is not always available due to the continuous influx of illegal immigrants.

To facilitate this, the Authorities used an emergency procedure enabling them to locate a detention centre in a specific Zone for a five-year period only. After the five year period expires, the detention centre must relocate elsewhere- normally a very costly exercise.
 
SOLUTION
Bibby Stockholm was converted to a floating detention centre to the customer's stringent specifications. As well as a large number of secure cells, additional facilities include rooms for recreation, visitors and private consultations. Additionally there are medical examination rooms, storage areas, security posts and staff offices throughout the unit.
 
BENEFITS
In order to minimise the costs of moving the detention centre after five years, the decision was made in favour of a floating solution. This allows the detention centre to be moved to a new future location with minimal costs.

As there was an urgent need for such a facility, it was decided to convert Bibby Stockholm into a floating detention centre, a decision that helped shorten the delivery time and minimise costs.
Within 4 months of the order being placed, Bibby Stockholm was converted into a 470- person detention centre, fully-compliant with the specifications of the Dutch Ministry of Justice.
Speed of delivery, competitive pricing and the solid experience and track record of Bibby Line Ltd were decisive factors in favour of Bibby Stockholm.

The floating detention centre, Bibby Stockholm, is so successful that the National Agency f Correctional Institutions decided to charter a second floating prison from Bibby Line ltd, Bibby Kalmar.
